Because he had never seen the police in his neighborhood before, he was terrified for both his own safety and the safety of those around him. He believed that the police would arrest him for his innocence. In spite of the fact that he was entirely conscious of the fact that he had not committed any illegal acts, the mere presence of law enforcement officers made him feel uneasy.
