Rutherford B. Hayes – 133.9

Rutherford B. Hayes, the 19th President of the United States, was a Republican politician who served from 1877 to 1881 in the position of President of the United States. After several months of wrangling, he was declared the winner of the electoral vote but not the popular vote, just like the aforementioned George W. Bush was during the 2000 presidential election campaign. The author Mark Twain, in an interesting turn of events, announced his support for Hayes. Prior to becoming president, he served as governor of Ohio for three terms, during which time he was a member of the now-defunct Whig party. Hayes advocated for the advancement of civil rights for the black population, but his attempts were thwarted by the Democratic majority in the House of Representatives. Rutherford B. Hayes had a lower IQ than the other presidents, with a score of 133.9, compared to the other presidents. Hayes was another well-known proponent of the civil service tests, believing that it was vital and just for government personnel to earn their positions based on their abilities rather than their political connections. This was later codified as part of the Pendleton Act. His wife was the first First Lady of the United States to have acquired a college degree, and she was instrumental in ensuring that the White House was alcohol-free for the first time in its history.
