It turns out that people get really creative when they travel. The man in the photo had come from Iceland and got arrested for all the clothes that he was wearing. This was enough reason to arrest him because he did so to avoid paying more for excess baggage! At the time, he had been wearing around eight layers of clothing. They arrested him when he would not take some of them off. If you were ever planning to do this, you might want to rethink your plan.
